Adopt resolution to approve contract with Environmental Systems Research Institute, Inc. for mapping products and services in support of the Yolo County Delta Flood Emergency Response Project in the amount of $102,000 for the period of August 1, 2016 through July 31, 2017. Approve the consolidation of elections for the Cities of West Sacramento and Woodland, the Davis Joint Unified School District, Esparto Unified School District, Washington Unified School District, Winters Joint Unified School District, Woodland Joint Unified School District, Yolo County Board of Education, Colusa County Office of Education, Pierce Joint Unified School District, River Delta Unified School District, Los Rios, Solano and Yuba Community College Districts. 13. Receive and file the County Treasurer’s Investment Report for the quarter ended June 30, 2016. (No general fund impact) (Newens)

14. Approve the sale of tax-defaulted properties at public auction via the Internet on October 14-17, 2016, for the stated minimum price. (No general fund impact) (Newens)

15. Authorize the Director of General Services to approve a work authorization with Lionakis for detailed analysis and budgeting for future required upgrades and seismology study for the former Yolo County Courthouse located at 725 Court Street, Woodland. 16. Receive Davis Branch Library Community Facilities District No. 1989-1 Parcel Tax Report for 2016-17 and adopt resolution approving the report. (No general fund impact) (Wong)

17. Adopt resolution authorizing the District Attorney to submit grant applications to the California Department of Insurance for three 2016-17 grants in the amount of $484,247 to fund insurance fraud programs. (No general fund impact) (Reisig)

18. Adopt budget resolution to increase the District Attorney’s Criminal Prosecution Grants budget in 2015-16 by $29,100. (No general fund impact) (4/5 vote required) (Reisig)

19. Accept supplemental funding from the California State Department of Finance in the amount of $341,340 for three Deputy Sheriff positions and adopt budget resolution to increase appropriations for the 2015-16 fiscal year. (No general fund impact) (4/5 vote required) (Prieto)

20. Approve agreement with Cypress Private Security, Inc. in the amount of $121,804 for the provision of security services for the Yolo County Health & Human Services Agency from July 1, 2016 to June 30, 2017. (No general fund impact) (Larsen)

Approve agreements with Yolo Community Care Continuum to provide housing navigation and placement services in the amount of $107,620.48; and Yolo Wayfarer Center dba Fourth and Hope to provide identification, assessment, triage and intensive case management services in the amount of $353,649.20 (related to the Bridge to Health and Housing Project, Partnership HealthPlan Social Innovation Grant) to serve persons experiencing homelessness within the boundaries of Yolo County who are medically vulnerable and/or frequent emergency room utilizers for the period June 1, 2016 through March 31, 2018. 22. Approve fourth amendment with Psynergy Programs, Inc. to increase contract amount by $210,000 for a new contract maximum amount of $1,399,000 to provide pre-authorized sub-acute psychiatric residential services to eligible beneficiaries for the period July 1, 2014 through June 30, 2017. (No general fund impact) (Larsen)

23. Approve contract with CommuniCare Health Centers, Inc. for Drug Toxicology Collection for Public Authority Services at a cost of $2,500 in 2016-17 with optional renewal for 2017-18 and 2018-19 ($2,500 annually) for a total agreement amount not to exceed $7,500. (No general fund impact) (Larsen)

24. Approve third amendment to Agreement No. 2012-0092 with CommuniCare Health Centers, Inc. to increase compensation by $30,000 for 2015-16 for provided services and programs to prevent child abuse and neglect for at-risk families, and for provided services to children who have experienced abuse and neglect and their families. (No general fund impact) (Larsen)

25. Approve second amendment with Progress House, Inc. to increase agreement amount for 2015-16 by $12,000 for a new agreement maximum amount of $362,000 to provide substance abuse treatment services for Child Welfare Services families and CalWORKs eligible families for the period July 1, 2014 through June 30, 2017.(No general fund impact) (Larsen)

26. Approve amendment to Agreement No. 14-149 with CommuniCare Health Centers, Inc. to increase compensation by $10,000 (total $50,000) for 2015-16 for parent education services for Child Welfare Services families. (General fund impact $3,000) (Larsen)

27. Approve agreement with CommuniCare Health Services, Inc. related to the Intergovernmental Transfer funding to provide the Moving Beyond Depression services in the amount of $70,000 for the period July 1, 2016 through June 30, 2018. (No general fund impact) (Larsen)

28. Approve Memoranda of Understanding between Yolo County Workforce Development Area America’s Job Center of California (AJCC) partner, Employment Development Department, to establish an agreement concerning the operations of AJCC’s delivery system under the Workforce Innovation and Opportunities Act for the term of June 29, 2016 through June 30, 2019. 29. Approve second amendment to Agreement No. SE 15-02 with Yolo Family Service Agency to exercise the County’s second option year for Subsidized Employment Training for CalWORKs clients for a total of $16,500 for 2016-17. (No general fund impact) (Larsen)

30. Approve third amendment to Agreement No. SE 14-01 with Yolo Wayfarer Center to exercise the County’s second option year for Subsidized Employment Training for CalWORKs clients for a total of $16,500 for 2016-17. (No general fund impact) (Larsen)

31. Approve temporary construction easement agreement with Steven C. Aldridge and Paul Ruggieri as Trustees of the Frank Ruggieri QTIP Trust of the Frank; Vada Ruggieri 1995 Family Trust; and Steven C. Aldridge and Michael Esposito as Trustees of the Vada Ruggieri Survivor&’s Trust of the Frank Vada Ruggieri 1995 Family Trust, and approve right of entry agreement with Union Pacific Railroad Company for the County Road 99W Bridge over Buckeye Creek Replacement Project.
