Most of the public agencies I know of use Esri software for the GIS mapping functions they do. The event you want to attend to stay abreast of developments in the realm of mapping and digital solutions is the 2017 Esri National Security and Public Safety Summit

I've attended a couple of times in the past, and it is a great place to come up to speed on the latest tools being used by other jurisdictions and also to network with other public safety professionals. The agenda isn't fully fleshed out, but I'd put the dates on your calendar and confab with your own technical people to see if anyone is attending the regular Esri Conference that follows.
